KPMM in brief and history The freedom euphoria after the Soeharto’s fall in 1998 was signed by an increasing number of civil society organizations in Indonesia. The reason for this was that a lot of organizations had not been popular before the fall, but after became very popular. In a short time these organizations grew in a large amount throughout Indonesia, including West Sumatra. The rapid growth of these organizations was seen as a resurrection of civil society in Indonesia. Unfortunately in some cases this opportunity was seized by some other people to follow their self-interest. The implication of this is the emergence of attention and criticism towards activist behavior, which is very far from the identity and integrity of an NGO. Some NGOs had shown obscurities of their vision, mission & value. Their activities are always changing without any focus on a special issue. It only depends on how much money they get from government and foundations. Some NGOs switched from income-generating activities into surrounding management, reproduction & women’s rights, labor problems, human rights, conflict resolution, etc. You can often find NGOs, which were built on authority and self-enrichment motives. The facts show that even the organizations founded after Soeharto’s fall still had obscurities of aim and some of them were involved in mal-practice. This created a negative image for NGOs in general (Meuthia Ganie-Rochman). This lead to a trust crisis towards NGOs, even the ones that were doing their work. So a question about governance, accountability and legitimacy surrounded NGOs, something that had been ignored before. To solve this problem, some NGOs in West Sumatra began to realize the importance of initiating counter measures by arranging self-regulations to avoid further damage to the image of NGOs. This awareness and commitment then was put into place by declaring KPMM, which combines 11 NGOs in West Sumatra. To reach its vision, namely achieving a civil society, KPMM itself has formulated issues and strategies to encourage transparency and accountability of NGOs. The improvement of governance, transparency, accountability and legitimacy of NGO are seen as the base in recovering the trust and support from society towards NGOs. VISION : To establish of the civil society value MISSION :
